a. Developing and implementing policies and strategies for addressing climate change in Jubbaland State, including mitigation and adaptation measures.
b. Coordinating with other government agencies, NGOs, and community based organizations to promote climate change awareness and action in Jubbaland State.
c. Conducting research and assessments to gather data on climate change impacts in Jubbaland State, including the potential impacts on natural resources, ecosystems, and human populations.
d. Developing and implementing programs and initiatives to reduce greenhouse gas emissions in Jubbaland State, including promoting renewable energy, energy efficiency, and sustainable land use practices.
e. Developing and implementing programs and initiatives to promote climate change adaptation in Jubbaland State, including developing early warning systems, promoting resilient infrastructure, and supporting community-based adaptation measures.

f. Providing technical support and training to other government agencies, NGOs, and community-based organizations to promote climate change mitigation and adaptation measures. 

g. Collaborating with other government agencies to develop and implement policies and regulations related to climate change.

 h. Conducting monitoring and evaluation activities to assess the effectiveness of climate change programs and initiatives in Jubbaland State. 

i. Developing and managing budgets for climate change programs and 15 initiatives, including securing funding from external sources.

 j. Representing Jubbaland State in national and international forums related to climate change
